Industrial Water Reuse Needs a Shared Plan
Factory water projects depend on more than equipment. Clear definitions, operating schedules and shared responsibilities connect reuse proposals to local services.

A factory manager and a local water-service planner can examine the same reuse proposal and see different projects. The manager wants water available for a particular job inside the plant. The planner needs to understand what the change means at the boundary with the wider service. A claim that water will circulate again does not, by itself, answer either question. The useful starting point is a description of where water comes from, what it is intended to do next and which organisation is responsible at each handover.
On 12 February 2025, Mike Scott's Forbes interview with Gradiant executive Prakash Govindan put industrial water reuse in the business spotlight. The discussion offers a reason to examine local coordination, rather than a basis for assuming that any supplier's claimed performance applies to every factory. This analysis does not reproduce those numerical claims or prescribe a treatment system.
The discussion draws on background material from the United States while keeping the examples hypothetical; it does not describe an approved local project.
Name the next use before describing the solution
Water reuse is a broad description, not a complete service specification. In its historical background guidance, preserved as of January 2021, the Environmental Protection Agency explains that treatment must suit the intended next use. That principle is useful here without importing the page's historical regulatory discussion as current advice. The quality needed for a particular application must be established for that application, not inferred from the word recycled.
For a business conversation, this means replacing an abstract ambition with a named task. Which part of the operation would use the water? Who can describe what that task requires? What evidence would establish that the proposed supply is suitable? Those questions belong at the beginning, before a project is discussed as though its equipment and operating arrangements were already settled.
The distinction also prevents a misleading choice between doing everything and doing nothing. A proposal might concern one defined use within a much larger facility. Its boundary should remain visible even when the broader company talks about water stewardship. A successful result in that bounded application would be meaningful, but it would not automatically demonstrate suitability elsewhere on the site.
Keep the different water figures separate
Several numbers may appear in a project presentation: water arriving at the site, water passing through a process, water circulating internally and water leaving a defined boundary. They describe different movements. Combining them into one impressive total makes the proposal harder to interpret, particularly when the same water passes an internal measurement point more than once.
A simple accounting illustration helps show the problem without providing an engineering design. Imagine a fictional site that receives one hundred volume units during a stated reporting period. An internal meter records sixty units passing through a reuse loop during that same period. Those two observations alone do not establish that outside supply fell by sixty units. To make a comparison, the observer needs a defined earlier period, comparable operating activity and an explanation of what each meter measures.
The invented figures are deliberately incomplete. They do not form a water balance, establish losses or describe treatment performance. Their purpose is to expose the missing information in a claim about savings. An internal circulation total and a change in incoming supply answer different questions. Neither should silently stand in for the other.
A short set of reporting labels
- The boundary: which site, process or service connection the number describes.
- The period: when the observation begins and ends.
- The movement: whether water enters, circulates within or leaves that boundary.
- The comparison: what earlier or alternative condition supports a claimed change.
These labels are not a substitute for specialist measurement work. They make a business report easier to read and challenge. If a number lacks one of them, the reader can identify the gap instead of debating the apparent size of the result. A modest, well-defined observation is more useful for coordination than a larger total whose meaning changes between meetings.

The factory gate is not the edge of the water system
A factory may describe an improvement entirely within its own fence. A service provider may need to consider the connection, the timing of demand and arrangements that remain available when normal operation changes. Both perspectives can be legitimate, but they are not interchangeable. A site-level proposal needs to explain which external relationships it changes and which it leaves in place.
Consider an illustrative discussion in which a plant expects to use less incoming water during ordinary production. The provider still needs to know what the plant expects during an interruption to the new arrangement. Does the request concern an average over a long period, a regular daily pattern or an occasional need? This article does not decide the appropriate service arrangement. It identifies why the factory's annual ambition cannot settle the provider's planning questions on its own.
The conversation works better when each organisation describes the decision it is trying to make. The factory may be deciding whether to advance a trial. The provider may be deciding which information is needed to assess a proposed change. Treating those as separate decisions avoids a premature announcement that both sides have approved a complete operating model when they have only agreed to explore it.
Timing belongs beside volume
A total for a reporting period can conceal when water is available and when a particular activity needs it. Even without specifying any treatment technology, the planning implication is clear: a description of quantity should be accompanied by a description of timing. A process that operates intermittently presents a different coordination question from one that follows the same routine every day.
That does not justify assuming that a storage solution is possible or appropriate. It creates a question for the people qualified to assess the actual project. Business planners can help by recording the operating pattern accurately and identifying known changes, rather than treating every day as a fraction of an annual average. A precise question is a useful contribution even when its technical answer lies elsewhere.
Planned changes also matter. A production pause, a revised product mix or a new working pattern may change the assumptions behind a reuse proposal. The project record should make clear who communicates such changes and who reviews their implications. Otherwise a carefully described initial arrangement can drift away from the operation it was meant to serve.
Someone must own the explanation
A project can have an equipment supplier, a site operator and an external service provider without having an agreed owner for its combined description. Each participant may maintain accurate records for a different purpose. Problems arise when a summary joins those records without preserving their definitions. The person preparing the summary needs a way to ask what a number means and to retain the answer alongside it.
This is especially important when responsibility changes between a trial and ordinary operation. The team that assembled a demonstration may not be the team that prepares routine reports. A handover should therefore include the meaning of the observations, not just a folder of results. Where was the measurement taken? Which operating conditions accompanied it? What was outside the trial? These questions help the receiving team understand what it can reasonably repeat and what still needs investigation.
Responsibility for communication is equally concrete. If an expected supply pattern changes, the relevant organisation needs to know whom to contact and what information to provide. A general commitment to cooperation does not identify that route. A named role, an agreed description of the change and a record of the response are more useful than assuming that everybody involved will hear about it informally.
A trial answers a bounded question
A trial is most informative when its question is stated before its results are presented. The question might concern whether the proposed operating arrangement can be observed consistently over a defined period. It might concern how participating teams exchange information. Those are different from demonstrating long-term performance under every condition the facility could encounter. The scope should be visible to readers who did not attend the initial planning meetings.
Results also need an account of the conditions that were absent. If the observed period did not include a particular production pattern, that omission does not make the trial worthless. It limits the claim that can be made from it. Recording the limit lets the next stage address an actual gap rather than repeat an attractive result under the same narrow conditions.
For example, imagine a fictional trial conducted while one part of a site follows a steady routine. The report can describe what was observed during that routine. It cannot establish how a substantially different operating pattern would behave merely by multiplying a daily number by the number of days in a year. An annual estimate may still be prepared, but its assumptions must remain distinguishable from the observations beneath it.
A useful review therefore separates measured results, estimates derived from them and questions awaiting further work. This separation allows a project to show progress without pretending to have resolved every uncertainty. It also gives a local service partner a clearer basis for deciding which parts of the proposal are relevant to its own responsibilities.
Compare like operating conditions
Suppose a factory reports that incoming water fell between two periods. Before attributing the entire change to reuse, the reader needs to understand whether the operating activity also changed. A shorter production period, a different product mix or a change in the reporting boundary could affect the comparison. These are questions to investigate, not alternative explanations that should automatically be assumed true.
The same discipline applies when a report uses a ratio. Water per item, water per operating hour and total incoming water describe different aspects of activity. Choosing one does not make the others irrelevant. A business should explain why its chosen measure matches the decision under discussion and avoid switching measures merely because another one produces a more favourable headline.
Consistency does not require preserving an unsuitable measure forever. If a definition needs to change, the record should explain the change and how it affects comparisons with earlier periods. A visible break in a series is more informative than a smooth-looking chart built from incompatible observations. That matters when several organisations rely on the same summary but do not share all the underlying operational detail.
Write a shared description before a shared announcement
A short project description can expose disagreements that a broad sustainability statement leaves hidden. It can name the proposed source, the intended next use, the boundary of the work and the participating roles. It can also state what has been agreed, what is being tested and what remains subject to separate assessment. The document need not be long to make those distinctions useful.
Questions for the next meeting
Participants can begin with the service they are trying to establish. What would the factory be able to do differently? Which external arrangements would still be needed? What information must pass between the organisations? Which observed result would justify proceeding to the next stage? Answering those questions gives the meeting a purpose beyond collecting endorsements for an already polished presentation.
The discussion should also identify what the project does not claim. It may not address every water use on the site, eliminate every external dependency or demonstrate a wider community outcome. Stating those limits does not diminish a genuine improvement. It prevents different audiences from attaching incompatible expectations to the same announcement.
Where participants disagree, the description can preserve the unresolved question and the evidence needed to address it. That is more productive than replacing a specific disagreement with vague language that everybody can approve. A factory and a service provider may reach agreement in stages because they have different decisions to make, not because either party has failed to understand the value of reuse.
Follow the work behind the shared benefit
Even where participants agree on a project's purpose, they may still understand the work behind it differently. Someone prepares observations, someone checks their meaning, and someone responds when information is missing. Those tasks require staff time. A project description that names only physical equipment can leave this continuing organisational work invisible, making it difficult for each participant to understand what it is being asked to provide.
Consider a fictional arrangement in which a factory sends a monthly summary to a local service partner. The factory assumes that sending the file completes its responsibility. The partner expects an explanation of unusual entries before using the summary. Neither expectation is unreasonable in isolation, but together they create an unfinished handover. The parties need to agree what a usable submission contains and how questions return to the person able to answer them.
The same distinction applies to shared benefits and individual commitments. A project may be described as useful to several organisations while its day-to-day tasks fall mainly on one team. That does not establish that the arrangement is unfair. It does mean that the tasks should be visible when participants discuss their commitments. Agreement about an overall purpose is not automatically agreement about who provides routine support.
A practical conversation can follow the sequence of an ordinary reporting period. Who gathers the information? Who reviews it before circulation? Who receives it, and which decision will they use it for? What happens if the expected person is unavailable? The answers need not create a complicated bureaucracy. They should identify a workable route through existing responsibilities and reveal any task that currently has no owner.
Costs should be described with the same boundaries as the work. An equipment quotation, internal staff effort and a continuing service obligation are different entries, even when they concern the same proposal. This is not a method for calculating a return or allocating charges. It is a reason to avoid presenting one visible purchase as the complete account of participation. The relevant commercial arrangements require their own assessment.
Changes deserve a similar treatment. If a trial expands to another part of the site, the earlier reporting routine may no longer cover the new boundary. Before announcing an expanded result, participants can ask which tasks have changed and whether the people responsible have the information needed to perform them. Extending a project name across a larger area does not itself extend the underlying working arrangement.
For a regional coordinator, this detail can make discussions among separate projects more useful. Two proposals might both mention reuse while asking local partners for very different kinds of involvement. Comparing their equipment alone would miss that difference. A brief account of recurring tasks and intended decisions allows the coordinator to understand the requests without pretending that unlike projects can be ranked through one common performance number.
Finally, the record should distinguish a question that has been answered from one that has merely been assigned. Naming a responsible person is progress, but it is not the answer itself. Keeping the distinction visible helps participants decide what can proceed now and what still depends on further work. It also makes later handovers less reliant on memories of conversations that new team members never heard.
Water must serve a specific purpose
The strongest business case for coordination begins with a particular task and follows it across organisational boundaries. It asks what the water is intended to do, what the observations establish and how changes will be communicated. Equipment is part of that discussion, but an equipment description alone cannot explain the relationship between a factory and its local services.
Industrial reuse can be considered seriously without relying on universal savings figures or treating an early trial as a finished system. A proposal becomes more credible when its claims become more specific. The objective is not simply to count water circulating again. It is to establish a useful, appropriately assessed service whose participants understand what they are undertaking and what remains to be demonstrated.
