Amtrak Selects Penn Station Redevelopment Team
Halmar and Skanska will advance the New York station overhaul; more funding supports design and permitting ahead of the planned construction start in late 2027.

Penn Transformation Partners, comprising Halmar and Skanska, has been selected to lead the redevelopment of New York Penn Station in the United States. Amtrak's 20 May announcement also identified an additional $200 million for design and permitting. Groundbreaking remained a target for the end of 2027, not an event accompanying the selection.
A team chosen for the next stage
The proposed overhaul includes an Eighth Avenue entrance and new train hall, wider concourses and passenger improvements, while retaining Madison Square Garden. Contract negotiations, permits, design and financial and commercial close remained among the next steps.
Preparation predates the selection

Amtrak had reported on 23 March that an AECOM-led venture with LiRo-Hill would provide project management services. That update also described NJ TRANSIT joining as a partner and preparatory environmental and service-optimisation work involving the Federal Railroad Administration.
The March account placed the master-developer competition within a wider programme of preparation. Project management, development and study work are related activities, but their labels should not be treated as interchangeable descriptions of one appointment.
Three distinctions in the update
- A selected team is not a completed construction programme.
- Preparation funding is not a total construction price.
- A proposed passenger improvement is not yet an available facility.
The construction budget is a separate question
Amtrak's earlier procurement FAQ described an initial approximately $53 million development budget, including a roughly $43 million federal grant and $10 million from Amtrak and NJ TRANSIT. It anticipated a fully developed implementation budget in 2027, after design and development work. Those figures describe the earlier preparation package, not a final price for rebuilding the station.
Keeping the date and purpose beside each funding figure avoids a misleading comparison. The next substantive updates will need to explain what has been agreed and how the proposed facilities will be delivered. For now, the confirmed development is the selection of the team that will take that work forward.
