Saratov Reports Progress on Tram Renewal

Saratov reports progress on tram works. Passenger services and completed vehicle deliveries mark separate stages, while further network upgrades remain planned.

Renewal of Saratov's tram network was among the subjects of Roman Busargin's meeting with Vladimir Putin on August 28, 2025. According to Vzglyad's report, the governor discussed progress and the need to continue modernisation. For the city in Russia, this was not an announcement that the entire network had been replaced: the reported achievements concern individual stages.

Passenger services have already started

The project chronology on Vyacheslav Volodin's website records new trams entering passenger service on reconstructed routes 8 and 9 on May 1, 2025. Its July 18 entry reports completion of deliveries for three routes — 9, 8 and 6 — comprising 39 Bogatyr-M and six Lvyonok vehicles.

These are different milestones. Starting passenger operations establishes that a route is available to riders; completing deliveries describes its intended fleet. Neither event, by itself, means that work on every other city line has finished. The results are therefore best attached to particular routes rather than extended to the tram system as a whole.

What the renewal includes

The project's May account lists more than new vehicles. Its infrastructure elements include:

  • replacement of track;
  • renewal of overhead wires and traction substations;
  • new passenger shelters.

Vehicles and infrastructure work together

For a passenger, a journey consists of waiting at a stop and travelling inside a vehicle. Fleet renewal affects one part of that experience; work on the line affects another. The distinction also matters when interpreting investment: the number of vehicles purchased does not measure track repairs, while a reconstructed section does not describe the condition of the entire fleet. These indicators answer different questions about the same programme.

Further renewal remains a separate task

The August meeting report conveys the regional authorities' position that modernisation has covered only part of the network and should continue. That intention cannot be treated as confirmation that the next stage has finished or that all future expenditure has been approved.

Saratov's project consequently combines results already visible to passengers with further work. In the next progress report, the significant developments will include not only deliveries but which sections have become available for regular journeys. Connecting a specific vehicle, an operating line and a passenger stop makes it possible to describe changes to the city's transport service without reducing the whole programme to one indicator.
