Guest Houses Enter Russia’s Accommodation Register

Guest houses join the Russian accommodation register. Owners prepare property records and listings for the next stage of the pilot, beginning on 1 January 2026.

More than 1,700 guest houses had entered the accommodation register by November 19, according to Deputy Economic Development Minister Dmitry Vakhrukov. Prime reported the figure on November 24, as officials reviewed the guest-house experiment in Russia. The count concerns properties already registered, not applications awaiting a decision.

A separate route for guest houses

The June 2025 law establishing the experiment describes guest houses as individual residential houses, or qualifying parts of them, used for temporary accommodation. Its framework combines an owner's assessment with entry in the accommodation register. Regional legislation brings the experiment into operation locally.

This distinction matters for a small accommodation business. A familiar trading name or an existing advertisement does not explain which property is being registered. The administrative record must identify the actual house and its owner, while the guest-facing description explains the stay being offered.

Where applications encounter problems

A November 25 report by Yandex Travel, citing accreditation-service head Dmitry Volvach, identifies three recurring problems:

  • The land's permitted use does not meet the requirements.
  • Cadastral numbers do not match.
  • Applicant details differ from ownership information in the property register.

These are different kinds of problem. Correcting a mistyped identifier is an information task; an unsuitable land-use category concerns the underlying property. Treating both as an upload error would obscure the issue that needs resolving.

The next change comes in January

The law separates its September 2025 start from provisions taking effect on January 1, 2026. These include restrictions on providing guest-house services without registration and requirements to include a registry number and record link in accommodation advertising.

For an owner preparing listings, that creates a connection between administrative records and information seen by prospective guests. A name, address and registration reference need to describe the same property. Registration also remains separate from a customer's assessment of location, facilities and price.

Digital checks are still being developed

Yandex Travel also reports plans for an inter-agency service linking accreditation and property-registration data by the end of 2025. This was described as forthcoming work, rather than an already operational system. Automated checking could reduce repeated data entry; the information being compared would still need to identify the correct property.

The November registration count provides an early view of participation. It does not measure occupancy, visitor spending or the number of newly built rooms.
